I bought some ham from my local Aldi. It has sat in my refrigerator unopened for probably 2 months. The expiration date has not expired. It expires at the end of this month. However, the bag that it is in has swelled. That makes me nervous. Is it still safe to cook and eat?

That would make me nervous too. I would take it back to the grocer and ask for a replacement. Even if it smelled OK, I wouldn’t take a chance. Your risk from a vacuum sealed ham is botulism, a very dangerous source of food poisoning. On the other hand, if the bag simply sprang a leak and let air in then other bacteria may have invaded. Either way your instincts are right and you should try to get a replacement ham.
